do you still apply to jobs even when you don't have the requisite years of experience? like one position i'm looking at specifies 4 years of experience. would you apply?

I wouldn't. If you don't meet the basic requirement like years of experience, usually the HR dept. will not consider the application. At least that's been my experience with my employer.

thanks! i don't want to waste my time. the best is that a lot of employers are accepting resumes via email. i'm always put out when i have to actually print a resume and cover letter and send it snail mail!

i would, but then asked because i want to apply there again if something else comes up...and wouldn't want to ruin my chances.

I'd say, why not? If you outright in your cover letter say you feel like your background and education more than compensate for not having the asked for experience, it could be enough for them to take a second look. Especially if the prereqs are too stringent and they get few applicants, they just might be willing to bring in folks not having enough years in the field, just to get enough interviewees. And then you got your foot in the door.
On a side note.. I got a job by just doing this. It was a pretty high-powered controller position, over my head, but I thought "what the heck" and went all out on it. Of course, as the interviewing unfolded, they knew I wasn't fit for the job, but liked me well enough to actually create an assistant controller position. Stranger things can happen, so I say go for it.

Yes. Why? Because they may not find an applicant who meets the criteria, so maybe they'll take a chance on you. I don't think it will hurt. I mean, worse thing they will do is pitch your resume, and they probably wouldn't do that unless they're getting flooded with qualified applicants.
I've read that it is a good idea to submit an resume via snail mail even though you've done it through email, because you never know how much of them they're getting (get lost in the shuffle), plus it gives them at least a second look at you.

So it costs you a few cents to mail in the resume, that is the worst that can happen. I would definitely do it.
