one of my husband's partners showed up like that at a business dinner at an upscale restaurant. I felt so bad......cuz I've been there. My first encounter with hubby's group was an invite to a house party that said "casual". I wore khakis and nice shirt (which is actually dressy, not casual to me). I get there and the ladies are in dresses and skirts 
. I call hubby's group the "la-de-das" hubby calls them "hoity-toitys"
