Oh, you're one of THOSE neighbors. My lawn's always short but there's usually a horse or two wandering around on it. They cut, mulch and fertilize in one easy step.

It's not an ordinance here, but it's a regulation in most conformist neighborhoods. Mine isn't one of them.
