Tijuana Officials Aim To Improve Prostitutes' Health

TIJUANA, Mexico -- Government officials in Tijuana admit they can't clean out the hookers, so they're trying to clean them up.
The city, just across the U.S.-Mexico border, has decided to regulate brothels.
The prostitutes will get high-tech cards that will show if their monthly health exams are up to date. They'll also have to get three AIDS tests a year.
Brothel owners will be required to change the sheets and cover furniture in plastic or rubber.
The prostitutes at a government clinic said they see the new health requirements as a form of insurance.
