I've been playing Age of Empires III on my computer at home. The minimum recommended video card is 64MB. Mine is 16MB.
I've got every video setting turned to it's minimum setting and anything in the water is still deathly slow.

My performance seems to get better with age.... 
Try cleaning out your cache and reboot....and do something about that computer too...

Yeah... defragging a few times a week keeps things functioning at a high level of performance.
