I know several people with mild mental illness (ie manic depression) and the one thing that strikes me as similar about all their personalities is an inability to separate themselves from events that shouldn't have a large impact on them personally.
I'm not explaining this very well, but here is a list of examples that these people would become upset/affected by.

SARS deaths
a bird being hit by a car
finding torture cells in Baghdad

I don't mean a general sense of 'oh that's awful' like we all feel at events like these. I mean a profound sense of emotional turmoil over events that don't touch them directly. Am I making any sense?

Yes you are, and that could be due to several factors: 1) a personality disorder, such as borderline or histrionic personality disorder, that they might have on top of the manic depression or anxiety disorder, or 2) part of the manifestation of their illness. A lot of mental illnesses, even the mild ones, have some non-reality based components to them. This doesn't mean the person is outright psychotic, but it could be, in part, contributing to their anxiety around such issues.
