large district that includes the mountains. roads can be fine here in the valley, but treacherous up there. some of it is definitely political: a 2 hour delay appeases those parents who tend to complain about their "babies" having to ride the bus in unpleasant weather.

too much rain, too much traffic, not enough salt, too much interference from the police
