Right, but that's the point of provisional ballots. Ohio law states election officials have 10 days to review their legitimacy and must tally all that counted and report by the 11th day.
A lot of this depends on the numbers you're listening to. I heard GOP sources saying there were 140,000, and that usually only 20% count.
The MSNBC article I read this morning quoted an Ohio election official who said that there were in excess of 187,000 and that in Ohio in 2000, 90% of them were legitimate, and this didn't include overseas ballots, which Ohio law has to count if they come in also by that ten-day window.
My guess is he's not going to concede too quickly, if only because it would so infuriate most of the Democratic party faithful who know that Baker and Co. just plain outgamed them in Florida in 2000. Also, I believe Ohio has an automatic recount provision as well, which I'm sure they would let play out if it looked close.
Not that it does mind you. Still, let's not be too partisan on this. If the numbers and situations were exactly reversed, I'd fully expect the GOP would be acting the same way. And given their mastery in this area, I'd expect they'd probably be doing better at it than the D's could hope to.
