Man, that sucks.

I won't get on a rant about people letting their dogs run loose because I won't stop.

I'm am sorry that you had to witness that, at least the dog didn't suffer too long. And thank you for being the one to tell the family--maybe the parents will dispose of the remains humanely before the kids get home and see it.

I'm not sure which makes me more upset, people letting dogs roam or else tying them to a stake all day in the heat, rain, etc. Either get up off of your lazy butt and walk the dog, or get a fence. And while you're at it, train the dog to understand boundaries (like a yard) as well. It's not that difficult.
