The Father's Day cookout/pool party at the Poky estate has been canceled due to lack of pool. Apparently they will not pour the concrete while there is a chance of rain.

That would be correct. The rain will up the water to cement ratio of the concrete thereby making the strength of the concrete lower. Low strength concrete won't hold the water into the pool.

Haven't heard that since Army Engineer School. Of course I'm still waiting for someone to talk about the slump test.

Poky's in a slump because with all the rain in the forecast nobody will be doing a slump test on her concrete.

The liner is to prevent the water from penetrating the concrete. Concrete is pourous. The pool water would leak out very slowly over time in a concrete pool without a liner, soften the earth around it and create forces on the concrete it couldn't handle. Theoretically.
