I do it all the time. If "authority" tells me not to and doesn't give me a satisfying "why" then I'll do it.
My son wrote down the information for the car that did the hit and run of the bicyclist on his arm.
Make, model, color of car and license plate. It was pretty cool, imho. He has a cool head in a tough situation.
