I think you'll find that most people that do that probably played a lot of sports in high school and/or college. You have to shower after practice and games with the same people every single day. Eventually you get immune to it.
Or they work in the porn industry.

I don't see what the big deal is. Then again, I don't parade around longer than I have to. Our gym has an open locker room with two private showers. Recently a woman gave me a weird look while I was changing. I asked her why, and she said, "Why don't you just go somewhere and change?" I was like, I'm in the locker room - where do you want me to go: the shower?

I just don't look. But it doesn't make me uncomfortable if they're keeping to themselves. Bodies are just bodies.
That being said, I will change, but I am too modest to have a parade.
This whole thread is making me think of the Seinfeld episode with "good naked" and "bad naked".

My favorite guy in the locker room at the Y is about 55-60, 50+ lbs. overweight and has a dark, dark tan except for what his teeny, tiny speedo covers.
His speedo tan line is so small that it doesn't even cover 100% of his crack.
