Does anyone have any thoughts about Front Page 2003 for designing web pages. I'm about ready to build my own website and have been looking at different software. Front Page will cost me $199.00 for the full version but that seems reasonable.

I use Frontpage and really enjoy it. It's easy to use, and doesn't take much time. I've also used Dreamweaver, and it's a good program too. I'm just more familiar with Frontpage.

I used Front Page Express or whatever it is called to get my alumni club website started and then I bought some books on HTML so now I just edit the code directly.

Dreamweaver rocks for doing straight HTML. If you use Frontpage, I'm pretty sure that you're host has to have front page extensions enabled for some of the fancier stuff to work. Can't really speak from experience on working with Frontpage though.
I've used Dreamweaver a lot and my favorite, by far, text editing software is a program called Ultraedit.

If you're not coding from scratch, Dreamweaver's the way to go but for a true newbie it can be a little overwhelming. It also works well with FireWorks which rocks the hizzouse for graphics. FrontPage is the easiest to use, but PH is right: the host must be extension-enabled (which is common, though).
