the excuse seems to be that there are a lot of prank calls to 911 in Detroit. I'd think that all should be responded to, and for those calls that are not legitimate, the perpetrators should be charged and fined.

 its a huge problem here!!!! There are quiet a few lawsuits going on right now for the same reasons!

They are having a similar problem in a largish town down south. Two operators are going to lunch while leaving one on duty to field the calls.
One guy severed something, tried calling several times, no one came, finally crawled to a neighbor's house and got taken to a hospital.
911 operators denied he ever called--but his calls were recorded on their machine.

Why would he crawl if he severed a clothesline?
