NPR actually did a piece about this. I guess the missionary had removed a comb that was in the village chieftan's hair, apparently this was a big no no.

what the heck do apologies and electricy and passable roads have to do with each other.
Oh wait if they had electricity and a road they would not have eaten him
or
they would have apologized.

I think what this means is that in spite of their apologies, the missionaries have not built them a road to get out of the jungle, nor have they given them the tools necessary to have electricity. Evidently the cannibals don't have the ability to do these things on their own?
I can see why too. Give them a road, and they may just be apologizing again. The electricity too, since it makes it easier to cook something (someone). But that's just me.

I'm puzzled as to why this story was even on the wire in the first place. No mention of any new developments or recent events, comments, etc. The most recent development was in '93.
WTF was the point of that?

it sounds like there is a culture of superstition and that they are apologizing so they can get rid of the bad mojo. they are cursed because they ate the missionary, and because they ate the missionary they have no passable roads or electricity. breaking the curse would allow "fate" to bring them these good things.
