My first cat did that. would follow me to the bus stop and around the local neighborhoods too. He was a good putty tat.

We have a neighbor who also does that! It's the funniest thing. It's almost like the cat doesn't want to be associated with the dog or the family but doesn't quite want to get left out.
As for with a leash - my grandma had two Siamese when I was growing up. The one was so docile and stupid you could do everything including dress him in doll clothes and he would just lie there and take it, but the minute you put a leash on him he sat down and wouldn't budge. He wouldn't scratch or anything, he just would not move until you removed the leash. The other Siamese...well, that was the re-incarnation of Satan and I wouldn't even have thought to go near it with a leash. I would have ended up as human shredded wheat.
