Hey there was good and bad in both decades.
I am willing to say there was probably more good stuff in the 70's. Led Zepplin is a tough card to trump.
However...I also believe there was more crap in the 70's too.
(Foghat was an arugement FOR the 70's, = lots of points for the 80's)

I was in college when they hit it big. If I had liked them, which I didn't, I certainly would have gotten my ass kicked, which might have prompted me to re-think my likes.
Donnie Wahlberg turned into a decent actor though. (Band of Brothers) Who would have thunk it?
