There is no optimal water temperature. It is more a matter of preferences. I like when the water is around 27 degree Celsius. I doubt that the water can be too hot for swimming under normal circumstances. This, of course, doesn’t include hot mineral water in some spas where the temperature may go up to 40 -45 degrees Celsius. Such water is for medical use only, not for swimming. Generally, the water should be cooler than body temperature to allow excess body heat produced by swimming to dissipate. Other than that every temperature that feels good for you is OK.
