No its not, in Texas its a vehicle. They ticket for it here. And you can get a PI for walking around drunk in public.

A bicycle is considered a vehicle in all 50 states. Skateboards (I'll go out on a limb here) are not.

(BIG TIME!) I think I have lived in all the "cops don't fool around" states known to man (except WV). I'm telling you, the KY, TN, and VA cops DO NOT fool around. I lived in MD for a while but they are a little laid back (or else I got lucky!)

Of course, I haven't received ANY tickets in the past 6 years! Last time I got a ticket I was pregnant (the donut episode).

Fayette County Tennessee....that was the worst one.... I'm still mad about that one 5 years later

New Jersey is verrrry tough too. Especially state troopers.

I had to go to driving school after my first ticket. Did you know headrests are actually to prevent whiplash, and not for resting heads?? Yeah. I was shocked too.
That's the only thing I learned.

My drivers ed teacher insisted on calling it a head restraint. He would correct anyone that referred to it as a head rest.
