Both. The second quote is what i would say if i was President Bush (or his speechwriters) and in the context of the entire speech. The first is becoming closer to what i personally believe.
I am not convinced that simply having WMD is a provocation for invasion. Again, there are several nations with WMD. The United States. India. Pakistan. North Korea. Russia. France (i think). Or, are these just the nuclear states. Who else has chemical and biological weapons? What are we doing about that? And, how does invading Iraq affect The War Against Terror (an unwinnable war, by the way)? Are we attacking all terrorists or just those that are politically conveniant? Or, just the ones that had something to do with 9/11? Saddam didn't have anything to do with that one.
I don't feel that simply having WMD (of some sort) is a definable provocation unless that nation directly and clearly threatens the United States. So, in that sense, it is random (unless we're going for that cheap sand). Pre-emptive strikes also make me wonder who is next. It also gives reasoning for anyone to attack us. "Example: Why did North Korea shoot a nuclear missile at the US? Because they thought we were going to attack them first." Any attack can become a justifiably pre-emptive strike. Bad doctrine.

Well...compare Clinton's hair to Dole's, and who would you have voted for? Certainly you don't actually consider the issues since they change every 20 minutes. Look at Kerry's stance on Iraq and WMD. He's stated numerous times he thought it was the right thing to do, now he's calling Bush on the carpet for it? They were both wrong!!! (or so it seems) Of course, Kerry may one day get to be the one who has to defend every move he makes, and some republican will be ramming it down his throat. That's why I love politics, respect and the truth don't matter. Kind of like reality shows.
