sometimes the best person is the lowest person and they know your leaving would affect the dept drastically.
i say stop looking for internal promotions ans seek external promotions instead.

Why on earth wuold they or anybody promote you, or give you more money if you are doing "the best job for the company" in your current position?
You have made yourself so valuable at your current position that promoting you would be detrimental to the companies best interest.
Sounds like a catch 22 to me. Promote you and lose your productivity, don't promote you and risk having you leave. The management has probably thought long and hard about the options given.

Thoughts on some of your questions...
Look somewhere else - It's government. There's nothing really comparable to it in the outside world. It's the only true job I've had since high school (college student, cook in a pizza restaurant, and that's it - the band was an after thought, taken on a dare). None of those are gonna take a guy closing in on the half-century mark (although with the band one never knows).
The Dilbert principle - There is slight logic to that. But if true, why spread all the negative s--t? Why the acts of vandalism - LC can vouch for this one with the wedding picture - and theft? F--k them (as you can tell, I am still in a very bad frame of mind).
Drop hints you may be leaving (or thinking about it). That's just what they want. Several years ago they promoted me to an outside office. The mandatory training for the position before I went there was pulled at the last minute. My material - procedure of 20 heavyweight binders, as well as guides and personal items - did not arrive for two months after I got there... I could have driven out there with the stuff - it was close enough to here. Suffice to say I lasted three months out there - the manager there was sorry, and could not figure out why this stuff happened (I have never had a doubt to question his sincerity).
On my return, I was rewarded with being placed on a 100% review (after all, I had only been working there 22 years). The reason why was never explained - none of what happened was ever explained. Had 9-11 not come along, I would still be on review. A departed manager was overheard to say they hoped I would get sick of it and quit. They apparently did - and do still - not have the cahones to fire me.

(name) is on medication and sometimes forgets to take it. If you report this again, we will reprimand you for harassment."
