and it should be put toward ditch clean up.
I bet 75% of the garbage on the side of the road would fall into one of those 3 categories.

Tax beer? Even moreso than now? Damn your eyes! Damn your black soul!
Truly, what needs be done is this: seeing that the Drug War has gone splendidly, why not put some of those troops on guard against the real cause - litterbugs. The fine for littering in Ohio is punishable by fines of up to $500. (I'm not sure what other penalties may be imposed.) Just think: hit the litterers hard and fast, get their money, and use it to clean up the roadsides! Better yet, after they've paid their fine, put them in orange jumpsuits with reflective vests, and have them collect trash.
Hmmmm, wonder how this would affect recidivism?

I think you mean there should be a tax on the cheap, watered-down, macro-brewed BudMillerCoors beer. The good stuff is expensive enough.

You cross the line into Shawano County and the ditches there are pristine by comparison. Rampant alcoholism + no funds to deal with it = a sad story. In many aspects.

During the height of the fires here last summer, people were being shot on sight for flicking cigarette butts. Non flammable garbage we weren't so uptight about.
Actually, BC's a pretty clean province. Kelowna tends to be very clean, due to an adopt-a-road program. Our local running club does mine because I'm on their 10k route

What concerns me is not so much trash discarded inappropriately as that doesn't seem to be a big problem here. But since I started recycling I'm amazed at the amount of stuff I collect in a week that I use to throw away. It's amazing how much trash we produce. How long can we continue to find a place to bury the stuff in land fills?
I have to say I'm against increasing the tax on beer as I discard my containers appropriately, but I'm all for a huge increase on lottery tickets! Personally I have never purchased a lottery ticket because I consider the lottery to be a "stupid tax". But here in Texas you can't go to a convenience store on Wednesdays unless you want to stand in line for 30 minutes behind all the people looking to win the big jackpot. The sad part is, you can tell by looking at them that they are exactly the people who can least afford throwing away good money on the lottery pipe dream. Hey this is my first "rant" post!
