About a week later I saw the animal control officer on the side of the road by my house doing paperwork. Until I called and complained I had never seen animal control in my neighborhood--that is in 12 years, mind you.
Since then, no one has seen the dogs. So I can only surmise what happened. On a happy note, someone abandoned their kitty a few days after my cat died. She kept hanging around the house, and would try to dart inside whenever you opened the door. Since I had a big bag of cat food and a used water and food dish--well, I kind of adopted her. I am positive she was abandoned because she had been fixed and declawed in the front. She likes to hang out on the hood of my truck.
I named her Ranger--as in the Lone Ranger kitty.

Follow through with Animal Control. Even though its only a fine, the best way to get somebody is in there pocket book.
Glad the Mrs. is okay.

Although what happened was terrible, it's cool that a new kitty found you and found its way into your heart!

We've got to go to court for the whole mess now. The Animal Control lady came by and talked to my wife and said that since the dogs weren't loose anymore that she couldn't just give them a ticket and that we've have to file a complaint and set a court date.

In other words, you'll get no help from them, PH. Are you still going to pursue it?

Heck yeah! I've got Johnny Cochran on retainer. Emotional damage to my wife is probably worth $100,000 and that race shirt is irreplaceable, probably worth $50,000.*
*I'm not really going to sue. I'd just like to see them get a ticket.

Good luck!!! Hopefully the PITA it causes for them will at least make them keep the dogs contained.

*****UPDATE*****
The day after the dog attack, my wife and I were walking around the block with our sticks and the people RIGHT ACROSS THE STREET from the people's who's dog attacked Mrs. Hayes had their dog out playing with it and it comes running and barking at us and the owners didn't call it right away so I raised up my stick to warn the dog and THEN they called it off and my wife and I continued walking around the block.
Soon after the lady who's dogs attacked my wife stopped us as she was driving by and apologized over and over and over and let my wife tell her side of the story which didn't match her son's story at all. I think I'm going to give up on pressing charges because that is the first time that I can remember their dogs ever being out and she did seem sincere in her apology.
So, last night, the lady from paragraph one stopped my wife and asked her why I raised up my stick to their dog and she told her the whole story and Mrs. Hayes gets this "My dog wouldn't hurt a flea." story even though their dog left their property and continued to advance towards us while barking.
I'm considering going over to their house this weekend and explaining myself. They're pretty new to the neighborhood and it's not that I hate their dog, it's that I'd hate to get bitten so I take measures to defend myself. I think it's only right that if they wish to keep a dog, that they take the necessary steps to keep it contained.

Basically, wouldn't you drop it like this?
"Listen, would you rather I not defend myself and allow your dog to bite me? Then I'd be forced to call the pound and the police and they'd take him away for good?"

I never, never, let my dogs loose unless 1. I'm alone and 2. I'm among people I know who I know are not intimidated by my dogs. I do walk them off leash in public areas but as soon as someone comes into sight I put them both back on. Nothing bothers me more than having strange, loose dogs approach me/us. You never know how a strange dog will react.
