Well, it depends on your goals. It is not the same if you want to become an endurance swimmer and swim miles and miles in open water or 100m sprinter. Or you may want to try 400m? Specific training objectives demand specific training. Generally, if you want to be successful at certain distance then you should start with say, half of it and work up to the full length. If it is a matter of very long distances you may consider even swimming a bit longer than required because of the specific distance adaptation factor.
