I just logged my runs from February and March by going back and looking at the daily training reports. I got 77 miles in February, 56 in March. This year, I have run on exactly 3 Mondays. 2 in February, 1 yesterday.
I think my best days are Thursdays, which is not surprising considering the schedule I had for school this semester. Had I been smart and logged all of my runs, I would've been able to see this and just taken Mondays as a scheduled off day.
I wish someone would have slapped me for running so little. Feel free to intervene when you see me slacking.
So, what are your best and worst days?

Best days? depends on how well the workout went.
worst days? Usually one during the middle of the week. Motivation dips quite a bit mid-week

I can't say there is any one particular day in the week worse than others. it more follows a period of time. then i notice that i might need an extra rest day. This is also why i like to use a periodzation model of training. depending on how much time depends on the length of periods, but this helps keep workouts from becoming monotonous.
PH this can also help with the weights. I give the early parts heavier to weights and back off on cardio focus, then ease off weights and do cardio, then ease off cardio and focus on speed/technique (for skating)
i never really stop any of them but put more focus on the main training of that focus. once the weights are done i also add an extra rest day. that seems to keep me more mentally sharp.
if there is a long break, try a new activity, typically in the winter for me i do something focussed than my skatings. this year was running and aerobics, last year yoga, the year before that, indoor rock climbing, before that i forget but it was something out of my ordinary.

Timewise, weekends are the best days
Quality? depends on my training schedule
Hyper has a point about periodization..and that's how i structure my workouts as well (in 4 week cycles)..I would go for a 2-3 week buildup (the manner of buildup depends on the phase of training I'm in) then a 3rd or 4th week of lowered volume and/or intensity to allow the body to adapt to the added stresses. Substituting some training days especially in the 3rd or 4th weeks with activities other than running (such as swimming, hiking, team sports, etc.) can prevent burnout and overtraining.
