Isn't that what truckers call "dead heading"? Unless there's a shipment going both ways, of course the return trip is going to be empty. And at this point, wouldn't every shipment heading in to Bahgdad be empty heading back out? It's not like there's big manufacturing going on to produce exports. Until a reporter could look at the shipping schedules, there's a lot of assumptions in that story, no?
