Just about every country has offered help. Maybe not Iran and North Korea, but that's about it. Even Cuba and (recent) 'enemy' Venezuela have offered aid.

I heard/read Iran was offering aid. Even Afghanistan has offered $ 100K

It also shows that helping other countries when they're down (like Iraq) is not a bad thing.
The conditions our victims are in are the same/similar conditions the Iraqis have been in for quite awhile.
