Posted: 07/31/05 - 02:05 Post subject: Sat Eve Comedy Central
Late nights on saturdays Comedy Central is playing some of their faves. Comedians...South Park the Movie...etc.. Uncensored!
I thought it was a gimmick, but it's true. they play these shows, complete with cuss words. There's a comedian on right now, who's said the F bomb at least 10 times.
How are they able to do this? I mean, it is a cable network, but it's not HBO or Showtime or any of those other pay channels (pay on top of regualar cable).
Somebody help me out, I thought this was illegal. or else TBS cut out way too much from their versions of sex and the city.

I've been reading things on the FCC's website (http://www.fcc.gov/mb/facts/csgen.html), and from what I gather, they do not regulate cable television. I found definitions too, which brings us to your pondering regarding Comedy Central vs. HBO and the like:
"Cable television is a video delivery service provided by a cable operator to subscribers via a coaxial cable or fiber optics. Programming delivered without a wire via satellite or other facilities is not "cable television" under the Commission's definitions."
So, network is not cable, nor is public or government channels.
Further, while this is talking about rates at the end, I think it applies across the board in all areas of FCC regulation.
"Cable services are often provided in tiers. A tier is a category of cable service or services provided by a cable operator for which a separate rate is charged by the cable operator. There are three types of cable service: basic service, cable programming service, and per-channel or per-program (sometimes called pay-per-view) service. Basic service is the lowest level of cable service a subscriber can buy. It includes, at a minimum, all over-the-air television broadcast signals carried pursuant to the must-carry requirements of the Communications Act, and any public, educational, or government access channels required by the system's franchise agreement. It may include additional signals chosen by the operator. Basic service is generally regulated by the local franchising authority (the local or state entity empowered by Federal, State, or local law to grant a franchise to a cable company to operate in a given area). Cable programming service includes all program channels on the cable system that are not included in basic service, but are not separately offered as per-channel or per-program services. Pursuant to a 1996 federal law, the rates charged for cable programming services tiers provided after March 31, 1999 are not regulated. There may be one or more tiers of cable programming service."
I found a lot of stuff regarding "obscene" material, how they regulate that, but again just goes to the fact that they do not regulate cable television as defined above.

It may also have to do with what time their air that programming, on what day (saturday night at 11:30 better than tuesday at 6:30), and if they have disclaimers before the show. And it's cable, and depending on which cable network it is it may be because Comedy Central is a network that must be part of a package you pay extra for that they can get away with it.

TCM (Turner Classic Movies) shows movies all fo the time unedited and uncensored. They just show them after 8:00
AMC shows all of there movies, edited and censored, all of the time.
Both are on basic cable and show basically the same movies.
Thanks for the FCC info Brie I did not know that.

I noticed that too, and didn't know how they got away with it. The first time I saw them do this they showed the second South Park movie unedited at about 2 am. I wish they would show that movie again; they only show the first one now.

That's wierd. I could have sworn there was a second movie that they only showed once, and only on Comedy Central, but I can't find it. That's what happens when you can't sleep and watch TV at 2 in the morning to go to sleep.

How much a particular cable station shows/airs/allows is one way that they market to their chosen demographic. Doesn't it feel a little illicit to hear all those f-bombs on TV?! That's the marketing hook, isn't it?
