I would like to become much faster. I want to develop more power. I heard that riding with weights can help me. Is that so? What can you tell me about it? Is it effective? What kind of weights should I use? At what speed and distance should I ride?

I heard of such exercises. It is similar as walking with small weights. Honestly, I don’t think that you will develop some serious power this way. I suggest lifting real weights and doing cycling intervals as the best tools to get some muscle mass and raw power. Nothing else can even come close to it. Everything else is far less effective and some things advertised are even useless.

You can try, I think it will help. You should also try sprinting and power trainings, that should give you more power.
