A friend of mine hasn't filed his taxes for two years. Both times he has not had assets and the government has probably owed him money.
Since we have passed the April deadline, is he still able to file and what kind of trouble would he be in?

He can still file and should. If he is owed money he will receive it. If he owes them money, he will have some penalties and interest but it's best to do it now rather than later as three escalate over time.

Tell your friend it's best to simply file those returns asap. Like Kristin says, the real harm is if he owed. Getting back money won't make a ripple in Uncle Sam's temper.
Assets don't really matter, the IRS deals in souls.
