He's good at what he does - which is making maps. His way of dealing with stressful situations is to blame it on the other people and subtly letting them know it's their fault.

my supervisor (sgt) is very good with the troops
the chief of police is very nice but is more of a figure head and CEO
the administration of the police dept is extremely micromanaged and territorial, and does not lead to efficent law enforcement sometimes
it is kind of the what it is and the way it will stay, period
