Can a county cop ticket/arrest someone in an incorporated city?

Ok- PA is a commonwealth which is different than a state so I will try to answer as best as possible.
In a commonwealth greater power is given to the local towns. Where as a state more power is given to the county.
The sherrifs are also in charge of prisoner transport, civil court order service, court room security. Also pick up prisoners who have fled to other states.
In states, they also run the prison, and are THE law enforcement for the whole county.
A sherrif is elected. All deputies are agents of him but keep their jobs when he is voted out, or they change.
County police in states do have jurisdiction in the smaller areas of their counties so they can issued tickets and make arrests. Often, the county po po assist with man power with the smaller cities in different times of the year.
Also each district attorney has detectives that assist him with investigations and they have county wide, regardless of town border jurisdiction.
PA does not have county police. Only county sherrif's with very little police power.

My brother in law recovered from an alcohol/auto accident induced coma where we were told he blood tested at .41%. Gee wonder why he rolled his truck into a cornfield... The doctors originally thought he was brain dead. This guy had and continues to have some major problems with alcohol. He's in his mid 30's and looks 60.

Just take them there. Then they have to do something. We take stuff here all the time. Pretty routine.

For passing on the left. You can accelerate to pass and then resume normal speed.
