How does the police department notify their community if they have a sex offender living there (a la Megan's Law)? Or do individual citizens need to ask? Please explain.

Depends on degree of offense. There are several levels, at the smallest, we are just notified. an example... 1 count of child porn possession or something realtively minor....someone who is not violent ...done case by case..
biggest-known child porn, violent offender, etc, neighbors in a certain distance are notified (1000 ft, sticks out) but not sure.
Or do individual citizens need to ask? Please explain.
you can ask but the privacy stuff is still hairy right now...

Don't quote me on this, but as I understand it, the cops/donuts thing goes like this:
Back in the early days of Donutland they were one of the first 24 hours eating establishments. They of course had some difficulties with crime and 'bad' elements. In a stroke of genius the owner of the chain decided to offer free coffee and donuts to officers in uniform. This had the desired effect of getting uniformed policemen into their establishments more often to act as a deterrent to crime.
As far as I know, Donutland still offers free donuts and coffee to uniformed police officers. Some municipalities forbid their police from accepting it though.

We get discounts and or free stuff. Some companies it is their corporate policy. We try to spread it around though as to not hit up the same business.
Here we do pay greatly reduced prices at many places but that is the owners choice. If they choose to reduce prices then that is a business decision. We try out of courtesy to go to various establishments.
We have periodically had to arrest or cite some business owners and it is known that it is "just business"

Sahara--I learned in Alaska there is a database that civilians can access to check and see if an offender is in their neighborhood. Some states are really good about keeping it updated, others, not so good.
You might want to do a google search for your state. Alaska let you type in the zip code so you could see exactly what streets these people were living on.
As far as I know, no problems ever came from this info--nobody went and beat them up or anything, but I really appreciated this info.

BTW--Thanks Joe for this thread--I wish more people would do this about their jobs. I have lots of stupid questions about so many things...
I have really learned a lot today. I feel like I've been on a field trip and now I'll have to color a picture and write a report about what we learned.

There is Jewish Captain in Philadelphia, who is in charge of the Police Department on Christmas day, so all the other commanders can be with their families.
