Its definetly an improvement, but it still needs a little work.
Too close to the AOL and Dunkin Donuts running guys. Watch out or it might start to look like the Michelin Man. The other extreme would be a stick figure. Conversely:
Does there have to be a "running figure" ?
Colors are OK and I definetly like the less crowded look.
Keep at it I know its the first version.

About the slogan...
Just corporate intuition here, but the slogan should be the end result of an exercise in developing your mission statement, vision and strategies to achieve those. If you are trying to boil down the site to a slogan and haven't even taken the time to develop, let alone share with us, your purpose and mission for the site, a slogan at this point is waaay putting the cart before the horse.

I like the Olympic Stick Figure running guy....mainly because it's tattoo's on my left calf.
Blue and yellow are a bit of a shock to the eye, I tend to like shades of blue and grey. Or at least a more subtle shade arrangement.

I like the font of "runningforums.com". I don't mind the running stick figure, but pretty much hate the thought bubble. It may be symbolizing the forums, but I think we're okay with out it.
Does a cool slogan really need to go there? I think the name of the website "Running Forums" pretty well covers what this place is about.
Since RF is built around Distance Running, I think if we're going to have a logo it should be built around the core of what the website is...Distance Running. And that would make a figure more upright than sprinting.
If we have a logo on the left, maybe some real people on the right?
I know you said you're going to try without a logo, but then the intro will be nekkid.

I like it with the exception of the bubble around the runner logo. I think it looks like a snowman. And it implies pudginess, and we don't want that correlation. We want people to look at the site as an athletic site, let's have a trim logo. I have no problems with the guy being a hunched over sprinter because when you look at it, the first thing that comes to mind is running, not a specific type of running. It's very difficult to get the image of an upright person to convey speed and movement. If you wanted to make the logo a *.gif, you could have an animated upright runner, but I don't think that's necessary. Please do not include real people on the banner. It's cheesy. Sorry PH. And if you do include people on the banner, include their environment or do some decent photoshopping instead of just layering them over the background image. Sorry again PH.
As for slogans, how about "We run more than just our mouths."

I'd be willing to bet that you'd have a business vision and strategy before you purchase the site. Judging from how people reacted to his first post about his plans and vision for the site, I think it's a smart move to delay the implementation of the plan and withhold some of the vision until a later time. But that doesn't mean you can't come up with a slogan. It ain't rocket science, the cart can be pushed, pulled or carried (though it's probably in the back, right where it "belongs").

Of course it ain't rocket science and the internetty is full of all cart pushin'/pullin' types. But logo/slogan firsts as priority one in website ownership/administration does speak volumes about the kind of strategists we're dealing with here
