That is ridiculous. Yet another case of equal opportunity gone bad. If you can't do the job, tough. It doesn't matter if the police force is 100% white middle class men, I want them to be able to save some kid from drowning...

Whats the problem? Nobody ever goes in the water around here.
I get it..... they send the black cops that can't swim into the black neighborhoods where nobody will be swimming. OK, so my statement is as stupid as the article.

I read the article, and unless I missed something, the swimming requirement was postponed more than it was dropped.

in that case we'll let the surgeon finish qualification requirements later too.

It should be more of a requirement than something that is taught in training. Swimming is not an uncommon skill to have, and extending training to include learning how to swim would probably not be very cost effective. Not to mention you'd have to divide your training group into swimmers and non-swimmers and then have the non-swimmers start much earlier in training. And then if you need people as soon as possible, swim training will delay everything, but you won't be able to say "oh, for this round of hiring, let's just take swimmers."

Regarding surgeons - don't they learn by doing? As I understand it (so correct me if I'm wrong), med students can opt for a surgical rotation and they are just sort of thrown into it, no?
As for swimming - the article states that few departments even have the requirement for swimming anymore and they rarely save people in the water. I suppose it would all be more tasteful if the department would just decide to drop the swimming requirement altogether, but they decided to keep the requirement, and then help non-swimming applicants achieve swimmer status. I still don't see a problem with this as applicants can be hired on a conditional basis pending completion/passing of the swimming requirement. That applicant can also be paired with a swimming officer until they pass the test.
If the police department is willing to "work with" the applicants, I don't see the problem.
