i don't think so? it's better then seeing people chew on their nails all day.
is it the noise that bothers you? as long as they are doing it discreetly (ie. not mid conversation with you)... i don't see the problem.
would it be wrong if someone brushed their teeth at their desk?

there was a study done on social behaviors. students were instructed to go against social norms, and report back on their findings. only rules: it had to be legal, inoffensive, and harmless to others.
one girl went to restaurants and would ask for the scraps on peoples plates.
another brushed his teeth on the bus.
there was another good one were the girl was doing something.. i forget what exactly... but it was to her family. and her parents almost flipped.
what a great class project that would be.
