Well, that and the fact that there is a lot of controversy and publicity surrounding the movie. It has become, i think, an "event" movie. People are probably seeing it, in part, because they want to know what all the fuss is about. People who would probably never see a documentary (in a theatre or otherwise) are seeing the movie. Example: I saw a group of teenaged girls and guys at the theatre saturday night. Maybe they are the kind that always dig documentaries and i'm stereotyping them, but i doubt they were at "The Fog of War" when it came out.

Not in the usual sense of the word. On the other hand, I don't think this Administration fits what I normally think of when I hear that term either, so it's a wash.

Based on that definition? No. The reason being is that it doesn't fit "presenting facts objectively without editorializing".
With that said, the majority of documentaries (at least those that were interesting) do not fit that stipulation. I don't believe there is such a thing as objective filmmaking. A film, in most cases, has to take a side and present (or favor) a particular viewpoint. Moore is no different than most documentary filmmakers. He is more open about his bias, and less subtle with the presentation of his bias, but all filmmakers have a bias that their film is based around.

Part 1 Is their any Administration, that has met your meaning of Administration?
Part 2 How would you define Administration, and whom do you feel would be qualified to run the country under your definition?

Included in my definition of what an administration is supposed to ably do is have a working knowledge of foreign policy, based on charters and treaties to which we're a signatory. Clearly this administration doesn't have that knowledge. Most do. Doubtless there are many people capable of running a country, but I don't think Dubya is.
