If it is true, as reported, that the terrorists have executed CARE administrator Margaret Hassan, what have they gained, other than initimidating foreigners? Remember, this is not exactly the same as, say someone there working the oil system or security.

What do any of them get? I get your point, that here was an aid worker who was working on their behalf, but it's no different than Nicholas Berg, is it?
They (kidnapper/killers) get a minute of the world's attention, and that's all. They also get aid workers leaving their country, and delegitimization of their cause/concerns.

They are not gaining any sympathy at all. Their thinking is that the problem is not them, people know who they are. The problem are the Americans. In fact, what happens in these situations is that often the victims' relatives don't blame the terrorists, they blame the Americans, because they are feeding the terror and started the war, and are felt as the responsibles of these deaths. So, in this battle, people expect Americans should stop for first, because they are perceived the civil partner. It's simple.
Remember they are not fighting a war against the US military and its might. They are fighting US resolve and hope they can make the citizens no longer stomach this conflict. The more citizens they see decrying it the more heartened they are and the more willing to sacrifice themselves they are and the easier recruiting becomes.

I don't know that their sense of gain would be the same as ours. We see their choice (let alone the action) as irrational, they do not.
