I know some races say they don't allow ipods, but how strict are they on it? Will they not let you race or something?

Probably will depend on the race as you said. Research it on the marathon site, call contact numbers, or ask at the registration day desks.

I am new to running, haven't even competed yet. Why would an event not allow mp3 players? It doesn't artificially enhance the runners performance. You could even argue that it is a disadvantage because of the added weight.
