The International Association of Athletics Federations will take Bahrain's national federation to the Court of Arbitration for Sport for failing to properly punish an athlete who falsified his age.
The IAAF was furious that Taher Tareq Mubarak was banned for only a week for registering himself as three years younger than his actual age and illegally entering races.
"Seven days is not enough," IAAF general secretary Pierre Weiss fumed.
"Seven days is a joke. We have decided to go against the Bahrain federation and take this case to CAS. We considered the federation were misled about his age."
Kenyan-born Taher, who took Bahraini citizenship in 2005, was found guilty earlier this year of falsifying his birth certificate.
Taher listed his birthday as December 1, 1989 though his real date of birth was December 1, 1986.
Earlier this year he was stripped of a steeplechase gold medal he won at the 2005 world youth championships for being over-age.
"We have cases of people switching countries and eight or nine times out of 10 it is normal," said Weiss. "But in the last five years more cases are becoming doubtful.
"We want Bahrain to investigate who took [Taher] from Kenya and who changed his date of birth. Somewhere behind the scenes is a real cheater."
