Help me with my Flutter Kick

I am not very fast. I am OK with fins, but without them I think an ax is faster than me! I am not so bad with breaststroke kick. My legs are not in such bad shape so it is possible that they are not the reason. To be fair, they could use some exercise. Maybe I need to loosen up my ankles when I kick. Should I take of the fins and do kick set after kick set until become more efficient? Please help me with my Flutter Kick.

Well, there are several ways to train and improve your flutter kick. Here is a good one.
Interval sprint kick sets is the best way to improve speed and endurance. One set should look like this:
One :25 fast kick is followed by easy swim :45 or 1:00. On the fast kick you have to give everything you have got, as if your life depends on it. You have to work on improving your time from one week to the next. Don’t go for endurance at this stage. Try to move your feet fast and feel the water with your feet. Stretching your ankles can improve your flexibility thus enabling you to kick faster. When you reach the desired speed then you can work on speed endurance, say doing 50's, 75's and 100's.
