This is no help whatsoever, but I don't have anything.
Perhaps you could look into your local AAU, and see if they have anything?
Our local YMCA has a series of open track meets every wednesday night in June. Not a program, I guess, but an opportunity for kids to go and run against competition just for fun.

Our running club is doing a similar thing to this. It's coming together quite nicely and I hope we get a good showing. Our club also organizes kids' races in the summer.

That looks like what I was looking for.
The wife signed him up for lacrosse. His friend does it and it should be a lot of running. For 9 yr/olds it is skills and they have a scrimmage at the end with no goalie. The first practice was rained out. We will see how he like team sports. The first few attempts did not go well.
