If you refer to touching a woman's breasts as "thumping the melons" that's innuendo. If you talk about boobs as boobs and there is no euphemistic terminology, that's just information. There is no such thing as BLATANT sexual innuendo. That's an oxymoron.
So if you have a topic that is sexual in nature, it's not by definition innuendo. If you start your threat topic by saying something like "Woman starts her own melon stand" then that's innuendo.
