Dwain Chambers claims there will always be athletes using performance-enhancing drugs because the scientists will remain one step ahead of the testers.

Wow, it's sad to think that this could be true. Those that work hard and play fair to get where they are should not be surpassed by those taking performance enhancing drugs. How can you feel good about cheating to win? The integrity is lost.
