Annan may yet be guilty, but ol' Norm's got little room to speak.
By this logic shouldn't Bush, who was CIC during the most massive intelligence failures since Pearl Harbor (9-11 and the Iraq War) also be asked to do the decent thing and leave his post?
I'll also remind everyone that when the US-led report on the 'Oil for Food' program came out, the names of all people, countries, and corporations who may possibly have benefitted from this were listed, except those people and companies from the US.
Respecting their privacy, dont'cha know. Oh, that and they might just be big time donors, too.

The US has wasted a lot more than that on the war/not war fought against our own weapons. Should Bush join Ridge?

It's not a spin at all, but a legitimate analogy. You say Annan should resign immediatemente because a big thing occurred under his watch. Like he's responsible for the entire UN. Rex merely pointed out that Bush should be held then to the same standard, in the name of consistency. Like he's responsible for the entire US government.

"Spin" as used in politics is the way something is presented to cast it in the best light, not a deflection, a la Tom DeLay to reporters. I see "spin" get misused all the time around here.
