Who has been the biggest flame out of the Olympics ? I haven't been following but the little I've read is reflected in my questions. If you have other candidates please comment.

Both Women's teams were picked for the Gold Medal Round. Obviously, they did not make it. Therefore, they can be reguarded as a "flame out" despite the Silver/Bronze wins.
If I am correct, Miller has not won anything yet - do you suppose Nike wants their Moola back ?

There's plenty to go around, though of the list, the luge did not get the build-up and expectations of some of the others. And Jamaica did not have a team this time.
Plenty of others too. The Shani Davis-Chad Hedrick feud. Americans getting here, then deciding not to compete (most recently Chris Witty not doing the 1500 for no apparent reason other than she hasn't been skating well - her decision came too late for the US to get a replacement for her in the event). All of the athletes caught with positive drug tests (they still don't get it?). The Austrian blood-doping episode. And a Canadian short-track skater who came in last in his heat - he appeared to be last from the beginning and never even contended for third, let alone to move to the next round. When he crossed the finish line, he turns around and starts looking for officials to complain.
Usually you get some nice surprise medalists from the US. Maybe just one or two this go-round. Too bad.

And how! It's true: the Canadian women's hockey team won gold. They beat Sweden for it. Sweden having beaten Team U.S.A. to get to that game. And the Americans won the bronze.
It was in all the papers!
As far as the biggest flame out, I'm going to have to go with what was pointed out the other night. At that time, the entire Japanese team had won a total of ZERO medals. Zip. Nada. Nula. Cero.
