Well, Midway is about ten miles from downtown. I don't know about construction in the Midway area but cabs are easy to get and it shouldn't take too long to get there so...how daring are you? That two-hour layover is just the time between flights, right? It doesn't include boarding, eh? Okay, less than two hours available...1:45, max?
Round trip via cab shouldn't eat up more than 30 minutes but the construction/traffic is an unknown. At best, there'd be an hour available for whatever. Probably not worth the hassle.
Now, if you only had three hours...you don't say what time of day/night you're going to be there...if you like pan pizza, my money goes to Gino's, not Pizzeria Uno...but that takes time and you don't have much so it looks like airport strolling/people watching is your best bet.
