Simple answer: Ice floats because it is less dense then water. Therefore, volume decreases at it turns to water.
Science answer: This is caused by hydrogen bonds causing a crystal like effect during freezing. If I remember correctly, water is densest at 4C.

THIS IS A FABULOUS THREAD. I've been trying to keep of list of simple science experiments for my elementary school kids for the coming year. things that they would be interested in AND that have results that they can track. They should be scientists themselves and not rely on me to analyze/understand. This is just perfect. Thanks TimRuns!
